Establishing a Water/Sewer Account in Lowndes County

To establish a residential or commercial account you need to visit our Utility Customer Service Office located at 300 North Patterson Street , in the downtown, “City of Valdosta ” area.  Cash, Check or Money Orders are accepted to establish service.  All accounts will be activated on the same day as application if you sign for services before 3:00 p.m

 

Residential Accounts

 

1)       A Lease Agreement, or Closing Documents with correct service location and customer name is needed to confirm correct address

2)       Social Security number

3)        Contact phone number and place of employment

4)       A refundable fifty dollar ($50.00) deposit, active military waiver or letter of credit from a previous water company

5)       All customers are required to sign a water user agreement.

 

New Residential Accounts ( New Construction )

 

1)       Correct Service Address as assigned by the City of Valdosta Addressing Office .

2)       Lot & parcel number.  

3)       A refundable fifty dollar ($50.00) deposit.  

4)       Water and Sewer capacity fees *  

5)       All new construction customers are required to sign a water user agreement.  Our receipt of paid capacity fees will allow contractors to obtain a building permit.

 

Irrigation Meter Accounts

 

A separate irrigation meter may be purchased to supply water only for those accounts that have a water / sewer meter for household use and would like to have a separate water meter for irrigation.

 

Commercial Accounts

 

1)       Services that have existing structures must submit plans for review to calculate ERU’S ( capacity fees ) for any changes to existing property.

2)       A refundable fifty dollar ($50.00) deposit.

3)       All commercial customers are required to sign a water user agreement

 

Commercial Accounts ( New Construction )

 

1)       Submit plans to the Lowndes County Engineering or Utility Department with correct service location for review.

(Information needed: Type of establishment, square footage, occupancy, meter size etc.)

2)       Equal Residential Units (ERU’S)(capacity fees) will be calculated from information on your drawings.

3)       Drawing approval and capacity fees must be approved and fees paid before construction.

WATER / SEWER / METER/ DEPOSIT CHARGES

 

 

 

One equal residential unit (ERU) represents:

 

Water $320.00
Sewer $480.00
Meter 3/4" $250.00
1" $275.00
1-1/2" $800.00

3 $2,500.00
4 $4,000.00
6 $6,500.00

Capacity fees:  Water and/or sewer unit capacity fees shall be charged for each establishment, structure and use added to the county utility system.  Capacity fees for new customer shall vary upon the proposed customers anticipated effect on the county water and sewer system.  This capacity fee is based on a base rate of eight hundred dollars ($800.00)  The capacity fee is designed so that charges are in the same proportion for customers connecting only to the water or sewer systems.  The water base is therefore three hundred twenty dollars ($320.00) and the sewer base is four hundred eighty dollars ($480.00) (for a total of $800.00)

 

ERU calculation formula:  Facility gross square footage or as otherwise noted (i.e. per worker, per seat, etc.) multiplied by the ERU per unit equals the number of ERU’s.  The resulting number of ERUs is then multiplied by the appropriate water and/or sewer capacity base rate to determine the capacity fee.

 

Water and/or sewer capacity fees for each establishment, structure, or use shall be charged at a rate, and shall not be less than one hundred dollars ($100.00) per unit based on information supplied by the owner, owner’s architect or engineer, after approval by the county.  The water unit capacity fees shall be charged in addition to deposits, service charges and tapping fees.

 

 

Meter deposit:  Every user of water supplied by the county utility system or sewer serviced by the county utility system shall pay or cause to be paid a meter deposit for each meter to the county prior to their use of such water or sewer service.   Meter deposits shall be a means by which the county utility system recoups its loss if a customer does not pay his/her bill or theft of the meter.  The meter deposit cost is fifty dollars ($50.00).  Deposits are refundable without interest under the following conditions:

a.                   Upon discontinuance of service and upon payment of all charges, service fees, and other unpaid bills; the deposit may be applied toward said unpaid charges, fees and bills

b.                  At the end of one (1) year of continuous service with acceptable payment history and upon the request of the customer.

 

Deposit Waivers:  Deposits  may be waived for Active Military Personnel with a letter from a Section Commander or First Sergeant stating verification that the individual is currently assigned to full time, active duty military service at Moody AFB, GA and has no record of financial irresponsibility.  Employees of Lowndes County may also apply for deposit waivers by contacting the Personnel Office or Department Directors.
